Job Description

Stormwater Environmental Specialists  are responsible for developing and implementing comprehensive City-wide environmental programs designed to ensure compliance with stormwater and National Pollutant Discharge Elimination System (NPDES) regulations, state and local solid waste and recycling laws. Stormwater Environmental Specialists are also responsible for conducting field inspections, issuing citations, enforcing codes, and writing reports.

Essential Duties : (These duties are a representative sample; position assignments may vary.)

  • Conducts routine inspections of commercial, residential, municipal and construction site properties for stormwater violations or as required by the National Pollutant Discharge Elimination System (NPDES) Permit.
  • Conducts routine inspections of commercial, residential, municipal and construction site properties for violations of state and local solid waste and recycling laws.
  • Conducts routine inspections of commercial, municipal and construction site properties for violations of local product prohibitions including, but not limited to expanded polystyrene and plastic straws and utensils.
  • .Communicates with property and/or business owners and recommends solutions and/or mitigation measures.
  • Conducts follow-up abatement procedures including preparation of correspondence, enforcement, site visits, and communication with property and/or business owners to ensure compliance.
  • Prepares and maintains records of investigations made and actions taken, including enforcement actions; maintains inspection and/or enforcement files, records, and logs; writes reports and chronologies.
  • Provides instruction to public/city regarding applicable codes and regulations.
  • Issues notice of violations and administrative citations.
  • Prepares appealed cases for administrative hearings or court cases and appears in court to testify in such action.
  • Responds to reported citizen concerns and documents appropriately.
  • Updates required and necessary commercial inventories.
  • Offers specialized expertise on priority construction sites.
  • Implements and administers the illicit connection/illicit discharge program; confronts violators, abates violations, and issues violation notices; collects water samples; creates and maintains violation files and records; conducts follow-up investigations.
  • Educates citizens and/or businesses regarding NPDES prohibitions; develops and monitors citizen participation programs; creates related public relations materials, such as websites, fliers, and pamphlets.

  • Reviews technical reports and scientific documents and studies.
  • Develops, implements, and administers the dry weather monitoring program; performs related laboratory analysis; logs data and creates related reports; analyzes data.
  • Prepares applicable State mandated reports which involves preparing digital media, interpreting technical data, creating charts and databases, and preparing final reports; provides data management.
  • Provides storm water regulations and BMP information to property and business owners, tenants, city employees, and the public through individual contact in the field, over the counter, at workshops or community events.
  • Provides trash and recycling information to property and business owners, tenants, city employees, and the public through individual contact in the field, over the counter, at workshops or community events.
  • Builds and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Prepares Annual Jurisdictional and Watershed Reports; provides watershed coordination; attends Regional and Watershed Coordination meetings.
  • Supports the preparation of required Electronic Annual Report (EAR).
  • Performs other duties of a similar nature or level.

Candidates must have  knowledge of: applicable federal, state, and local codes, laws, regulations, and ordinances; regional environmental issues;  watershed principles; GIS mapping; water sampling techniques; data analysis methods; pollution impacts; chemistry; biology; laboratory analytical methods; public relations principles.

Candidates must have  skills in : using a computer and related software applications; interpreting and applying applicable codes, laws, regulations, and ordinances; preparing reports; collecting water samples; conducting field studies; monitoring compliance of applicable codes, laws, regulations, and ordinances; analyzing data; s; working independently and as a team member; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Training and Experience:

Bachelor’s Degree in Environmental Studies, or a related field, plus one year of experience in environmental investigations; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licenses/Certifications Required:
California Driver’s License
